earlier today, we heard the beginning of the preamble to the constitution of the united states: "we, the people." it's a very eloquent beginning. but when that document was completed on the seventeenth of september in 1787, i was not included in that "we, the people." i felt somehow for many years that george washington and alexander hamilton just left me out by mistake. but through the process of amendment, interpretation, and court decision, i have finally been included in "we, the people."
today i am an inquisitor. an hyperbole would not be fictional and would not overstate the solemnness that i feel right now. my faith in the constitution is whole; it is complete; it is total. and i am not going to sit here and be an idle spectator to the diminution, the subversion, the destruction, of the constitution.
"who can so properly be the inquisitors for the nation as the representatives of the nation themselves?" "the subjects of its jurisdiction are those offenses which proceed from the misconduct of public men."1 and that's what we're talking about. in other words, [the jurisdiction comes] from the abuse or violation of some public trust.
it is wrong, i suggest, it is a misreading of the constitution for any member here to assert that for a member to vote for an article of impeachment means that that member must be convinced that the president should be removed from office. the constitution doesn't say that. the powers relating to impeachment are an essential check in the hands of the body of the legislature against and upon the encroachments of the executive. the division between the two branches of the legislature, the house and the senate, assigning to the one the right to accuse and to the other the right to judge, the framers of this constitution were very astute. they did not make the accusers and the judgers -- and the judges the same person.
we know the nature of impeachment. we've been talking about it awhile now. it is chiefly designed for the president and his high ministers to somehow be called into account. it is designed to "bridle" the executive if he engages in excesses. "it is designed as a method of national inquest into the conduct of public men."2 the framers confided in the congress the power if need be, to remove the president in order to strike a delicate balance between a president swollen with power and grown tyrannical, and preservation of the independence of the executive.

the chief problem we should face to is our atitude towards stress .people usually say they can not live in the sun except they escape from stress . it’s unwelcome ! yes , however , very necessary . just image a world where stress does not exist and people lead their life in a very comfortable way . but is this kind of living condition as perfect as we hope ? without stress , they may feel very satisfied with the current life but lack of power to discover new things result in nothing except a countermarch of the society . no stress , no development . so a certain amount of stress is good . it can stimulate us and increase our level of alertness . and our answer to stress is another vital problem . how to do with ourselves when stress suddenly break into our life ? to wave the white flag and admit our unability , to give up to our ideality , or worstly , just to suicide as to put an end to everything … of cause not . the principle is to tackle with stress gentlely and harmoniously. we should try our best to release ourselves . such as to do some exercise , to linsen to traditional chinese music or classical music to ease our minds and to learn to view these changes of life as challenges .it’s no use crying over spilt milk . only to accept what has happened can solve the problem .

this important and special ceremony marks a moment of both change and continuity in hong kongs history. it marks, first of all, the restoration of hong kong to the peoples republic of china, under the terms of the sino-british joint declaration of 1984, after more than 150 years of british administration.
this ceremony also celebrates continuity because, by that same treaty and the many subsequent agreements which have been made to implement its provisions, the hong kong special administrative region will have its own government, and retain its own society, its own economy and its own way of life. i should like to pay tribute this evening to those who turned the concept of "one country, two systems" into the joint declaration, and to the dedication and commitment of those who have worked so hard over the last thirteen years to negotiate the details of the joint declarations implementation. but most of all i should like to pay tribute to the people of hong kong themselves for all that they have achieved in the last century and a half. the triumphant success of hong kong demands - and deserves - to be maintained.
hong kong has shown the world how dynamism and stability can be defining characteristics of a successful society. these have together created a great economy which is the envy of the world. hong kong has shown the world how east and west can live and work together. as a flourishing commercial and cultural cross-roads, it has brought us together and enriched all our lives.
thirteen years ago the governments of the united kingdom and the peoples republic of china recognised in the joint declaration that these special elements which had created the crucial conditions for hong kongs success should continue. they agreed that, in order to maintain that success, hong kong should have its own separate trading and financial systems, enjoy autonomy and an elected legislature, maintain its laws and liberties, and be run by the people of hong kong and be accountable to them. those special elements have served hong kong well over the past two decades. hong kong has coped with the challenges of great economic, social and political transition with almost none of the disturbance and dislocation which in other parts of the world have so often accompanied change on such a scale.
the united kingdom has been proud and privileged to have had responsibility for the people of hong kong, to have provided a framework of opportunity in which hong kong has so conspicuously succeeded, and to have been part of the success which the people of hong kong have made of their opportunities.
in a few moments, the united kingdoms responsibilities will pass to the peoples republic of china. hong kong will thereby be restored to china and, within the framework of "one country, two systems", it will continue to have a strong identity of its own and be an important international partner for many countries in the world.
ladies and gentlemen, china will tonight take responsibility for a place and a people which matter greatly to us all. the solemn pledges made before the world in the 1984 joint declaration guarantee the continuity of hong kongs way of life. for its part the united kingdom will maintain its unwavering support for the joint declaration. our commitment and our strong links to hong kong will continue, and will, i am confident, flourish, as hong kong and its people themselves continue to flourish.

When we talk about dreams,we are so excited.We all have our own dreams,some want to be teachers,others want to be doctors,others want to be scientists.However,not all dreams can come true,as people always give them up for some reason.
A dream is to a man what wings are to a bird. With a dream in the deep heart`s core, a man is spontaneously driven to hitch his wagon to a star. A dream is an inexhaustible source of energy that keeps our enthusiasm burning, and kindles our desire to enhance our spiritual cultivation, refine our character, and upgrade our quality of life. A life without a dream is like a bird with broken wings, confined to a cage and oblivious of what lies beyond the range of its vision. On the contrary, a man with a dream is like a warrior armed with ambition, foresight and gallantry, daring to step into an unknown domain to make a journey of adventure. It is dream that adds fullness, variety, and spice to our life and makes it worth living.
I would like to take Liu iang as an example.Liu,as the first chinese man to win an Olympic track and field medal,dreamed of defending his Olympic title on home soil.To achieve this dream,he was bathed with sweat on the training ground every day.What’s more,now and then he suffered injuries.However,neither the injury nor the pressure has prevented him from striving to achieve the goal.Eventually,he kept or even renewed his record in the men’s 110-meter hurdle with his perseverance.
It is true that barriers may sometimes stand in the way of your dreams,but remember success is hiding behind them.Instead of making dozens of excuses for your failure,just think about Liu xiang’s story,hold on your dreams and never give up.
If you do not want your dreams to come to naught,then hold fast to your dreams and never give up.Just as the saying goes,”Do not,for one repulse,forgo the purpose that you resolved to effect.”
If you can do the following points,your dreams will come true one day.First,plant your dream in a fertilized soil.Second,water it with your diligence and give it the best food----knowledge.Third,remove the seeds of unhappiness for they can destory your dream.The most important is let the seed of your dream enjoy the beautiful sunshine,so what it can grow well.And however hard the situation is,o not give it up and always give it your best care.Then you will get a good harvest in the end.
Dreams are what we pursue for a lifetime,with many dreams,we have motivation to fight for our life.The opposite side of dream is reality.We have to face reality everyday,reality is what we perceive in our life.Reality always frustrates us to be successful.We need to balance them.

you heard the president when he started off. he has rolled back already so many regulations to make it possible to move forward. he was only less than a dozen days in office when the executive order stated for every new regulation you want tocreate you've got to get rid of 2. i think that is bringing down theregulatory environment. i feel -- i hear the same message when i'mtouring the country. i'm visiting every district office. there's 68 of them. i hold business roundtables. the regulatoryenvironment is clearly one that is crippling a lot of small businesses as well as large businesses. i believe that it is a trillion dollars a year a cost for all businesses to comply with regulations. that is a time of money. a little example, just now i was in portland and seattle, and alaska. then i came back tomilwaukee. when i was at a small brewery, the owner said theregulations that bothers him, let me give you one example. he saidi want to launch a new beer. we had the body in the formula. hesent in the label and it was kicked back. the label was wrong. we resubmitted. it kicked back again. i finally found out it was a,missing in the text on the label of the description of the product. we were delayed six months launching our product. you are a small business person trying to reclaim that six e regulations we don't need.
